CBIZ CPAs P.C. recently submitted a comment letter to the Public Company Accounting Oversight Board (PCAOB) in response to its supplemental request for feedback on targeted amendments to QC 1000, A Firm’s System of Quality Control. The proposed updates reflect ongoing efforts by the PCAOB to refine the standard following implementation feedback and ensure it delivers a rigorous, practical framework for quality management.

Overall, CBIZ CPAs expressed strong support for finalizing the targeted amendments, noting their potential to improve clarity, scalability and operational feasibility while reinforcing the standard’s core objective: strengthening audit quality and investor protection.

A Constructive Step Forward for Quality Control

CBIZ CPAs emphasized that an effective system of quality control is foundational to audit quality. The firm views the proposed amendments as a thoughtful response to real-world implementation feedback, with meaningful improvements that better align regulatory expectations with how firms operate in practice.

Greater Flexibility in Roles and Responsibilities: CBIZ CPAs supports provisions that allow firms more flexibility in assigning quality control responsibilities.

Rescinding the External QC Function Requirement: The firm also agreed with the proposed removal of the external QC function requirement, citing challenges with ambiguity and overlap with existing governance mechanisms.

Flexible Evaluation Dates: CBIZ CPAs supports allowing firms to select their own annual evaluation date, enabling alignment with internal monitoring cycles and operational reporting processes.

More Informative Evaluation Conclusion Framework: The firm also endorsed the three-tiered evaluation conclusion approach.

Refinements to Monitoring and Remediation: The firm also supported changes that focus on deficiencies with the greatest impact, improving the operability of the standard.

Recommendations to Enhance Clarity and Consistency

CBIZ CPAs encouraged the PCAOB to update interpretive materials to align with the amended rule, noting that some implementation challenges stem from prior explanatory guidance rather than the rule itself.

The firm also recommended additional guidance in areas such as evaluating the severity and pervasiveness of deficiencies and assessing remediation efforts.

Supporting Stronger Governance and Audit Quality

At its core, QC 1000 is intended to help ensure firms have strong systems of quality control. CBIZ’s response underscores that the proposed amendments reinforce these goals while offering practical improvements that make the standard more actionable.
